Yes. This is an offender’s mugshot, from the HHT’s archive of the Justice & Police Museum, back in the days where photography was a labour, and cost intensive process, so much that people did not take things for granted.

Curated by Caleb Williams, Curator at the Justice and Police Museum in Sydney, with the collaboration of novelist Peter Doyle, this treasure is published on a 239-page book: City of Shadows: Sydney Police Photographs 1912–1948.
